Budget rewards those who purchase green vehicles

From:http://news.sympatico.msn.ctv.ca/TopStories/ContentPosting.aspx?feedname=CTV-TOPSTORIES_V2&showbyline=True&newsitemid=CTVNews%2f20070319%2fbudget_environment_070319

Described as a “performance-based rebate program,” the first initiative will provide up to $2,000 to Canadians who purchase environmentally friendly vehicles.

Vehicles that qualify for the rebate will include hybrids that run on a mixture of gas and electricity, fuel-efficient cars that run on conventional fuels, and “the most efficient of the E-85 fuel and flex fuel vehicles.”

Transport Canada will release a more specific list of vehicles that qualify for the rebates.

To begin with, new automobiles with a combined fuel consumption rating of 6.5 litres of fuel per 100 kilometres or less; and minivans, SUVs and light pickup trucks with a consumption rate of 8.3 litres per 100 kilometres, or less, will be eligible for the rebate.

The basic rebate amount will be $1,000, and an additional $500 will be added for each half-litre per 100-kilometre improvement in the combined fuel-efficiency rating of the vehicle below the threshold.

The rebate will max-out at $2,000, and vehicles purchased or leased March 20 and later will qualify.

Following are a list of the rebates for various vehicles (fuel efficiency rating in brackets):

Toyota Prius: $2,000 (4.1)
Honda Civic Hybrid: $2,000 (4.5)
Toyota Corolla: $1,000 (6.3)
Mini Cooper M6: $1,000 (6.5)
Ford Escape HEV 4×4: $2,000 (7.4)
Saturn Vue Hybrid: $1,000 (7.9)
Chevrolet Impala: $1,000 (12.3)
Aaron Freeman, the policy director for Environmental Defence, told CTV.ca the initiative looks good, but it has yet to be seen how effective it will really be.

“It’s good that it rewards people who make the right decisions, but it’s fair to ask whether it encourages that behaviour or whether they would do it anyway,” Freeman said.

The budget also imposes a “green levy” on new gas-guzzling passenger vehicles, excluding trucks.

A charge of $1,000 will be levied on Canadians who purchase new vehicles with fuel-efficiency ratings of between 13 and 14 litres per 100 kilometres. The levy will increase by $1,000 for each full litre above the 13-litre benchmark, to a maximum of $4,000.

“It is expected that this measure will increase federal revenues by $110 million in 2007-08 and $105 million in 2008-09,” the budget reads.

The budget also provides the following:

$6 million over two years to increase funding to so-called “scrappage” programs that take old, inefficient vehicles off the roads;
A target of a 15 per cent reduction in greenhouse gas emissions for government vehicles from the 2002-03 emissions levels. This will be accomplished by increasing use of vehicles that run on alternative and blended fuels as well as hybrid cars;
A previously announced initiative that requires 5 per cent renewable fuel content in Canadian gasoline by 2010, and measures to boost the renewable content in diesel fuel and heating oil;
Measures to make $500 million available over seven years to help the private sector develop renewable fuels produced from agricultural and wood waste products.
Other previously announced efforts include tax exemption for donations to ecologically sensitive land, $300 million to protect Canadians from toxic substances, $2 million to Vancouver’s Stanley Park, $225 million to conserve ecologically sensitive land in southern Canada, and $30 million to protect the Great Bear Rainforest .

It also sets out $93 million toward a National Water Strategy, comprised of efforts that range from $11 million in funding for Great Lakes cleanup; to $39 million on research to strengthen fisheries; and $19 million over two years to “advance the health of the oceans and support greater water pollution prevention, surveillance and enforcement along Canada’s coasts.”

Freeman said many of the initiatives fall far short of what is needed, such as $11 million over two years to help clean up the Great Lakes. That number is considerably lower, he said, when compared to the $5 to $10 billion the U.S. is currently considering spending on cleaning up the lakes.

The budget overall — touted as proof of the Conservatives’ new green agenda –is a disappointment for the environment, Freeman said.

“What we’re seeing here is falling short. It’s a lot of already announced stuff,” he added.

TomTom GO 715 : First AIO with a GSM Chip

original.jpg
Another scoop made possible by the FCC, after the DUO and ONE XL last week, here comes the GO 715, the first AIO with a GSM chip inside. Judging by the documentation it is geared to professional use, with fleet management (tracking, communicating, etc…) so it’s hard to tell whether it will make it to the consumer market. Certainly an interesting concept though since Acore were the first to show an AIO with a GSM chip back at CeBIT 2005.

Another surprise is the presence of the Globallocate Hammerhead Chipset that was first used on the ONE v3 to great effect (see this article) and that we thought would be used on TomTom’s entry level units, not so apparently.

We should hear more about the ONE XL during the CeBIT show starting on the 15th.

Zoom-Zoom Jr.: Mazda2 at Geneva

The little green car you see here is Mazda’s brand new subcompact. As you would expect, being about a foot smaller than the compact 3, this product is called the 2. It will make its world debut at the Geneva Motor Show early next month, and will go on sale later this year.
ffd1daed63a49a33db4c7e2d65b6f.jpg
For those not in the know, the new Mazda2 is a big departure in style from the previous vehicle. The last generation car (and the one before it) was tall-bodied, upright machines that looked like a cross between a minivan and a wagon. That’s definitely not the case with the new 2, which follows closely in line with the organic and curvy styling of the Toyota Yaris, not to mention the generally sporty nature of all new Mazda models. There’s Mazda family resemblance in the shape of its narrow five-sided grille, and there are hints of the 3 in the way that the hood separates from the fenders, which meld into the doors, but the upward extending lights are something new. Upper and lower character lines flow from the sides of the car upwards, wrapping around the tail in a cohesive, stylish way.
Mazda has selected an assortment of gasoline and diesel engines for use in the 2, though the oil burners will be a late arrival to the party. At the car’s launch, two 1.3-litre engines will be available with different outputs - the first, an entry-level unit, makes 74 horsepower, while the second puts out a slightly more impressive 82 horsepower. The biggest engine that the 2 will be offered with (at this point in time) is a 1.5-litre four-cylinder with 101 horsepower and 100 lb-ft of torque. If Mazda were to import the 2 into North America it would be with this engine. Mind you, even then it would be slightly outclassed by every other subcompact here; not particularly zoom-zoomy. Honda’s Fit makes 109 horsepower, Toyota’s Yaris has 106 horsepower and the Hyundai/Kia subcompact twins make 110 horsepower. Expect a five-speed manual as standard, with an optional four-speed automatic.
Mazda will build all 2s at its plant in Hiroshima, Japan, as opposed to its current tactic where it built European-market cars in collaboration with Ford in Valencia Spain. The new Mazda2 will start production this summer, but we’re not exactly sure at this time if North Americans will ever get their hands on any. However, news that the platform will go global, with expected products from Ford of America, as well as offshoots in the form of a compact crossover/SUV, plus an open hole in Mazda’s North American lineup for a subcompact car indicate that there’s a good chance that we might see it, or something close to it.
