I am about to go through the process in early August for an S2K actually. Currently, I am in the middle of finalizing the importing of a brand new Subaru Impreza. Here’s what you need:
1) Title
2) Registration
These need to be faxed to the US Customs/Border agency 72 hours before your arrival to the border.
3) Binder of insurance from ICBC
When you drive the car back, you’ll need this in addition to a state temporary driving permit that you can obtain from a dealer or insurance broker)
4) Recall Clearance Letter
You can ask the previous owner to aquire it for you from Honda USA – they will only send one out to whoever owns the car so I suggest getting it before driving down and making your purchase. Give this to the Canadian Border agency before you go home.
When you drive your car back up, park at the US border agency and give them the title/registration. They’ll pass you through in a matter of minutes.
Next, make a stop at the Canadian border to declare you’re importing a vehicle and you’ll have to go into the office where you give them all the paper work including the recall clearance letter. You’ll end up paying the RIV (Registrar of Imported Vehicles) fee of 207, AC Excise fee of 100, duty of 6.1% (unless the car qualifies under NAFTA to be duty free – S2000′s do not), and 6% GST.
Afterwards, you’ll play the waiting game until you receive a Form 2 from the RIV – this is the stage I am at now. Upon receiving the Form, you can then take your car to be inspected at a Canadian Tire where they will do a safety check to ensure the car is up to Canadian Safety Standards. If you pass, you can bring the Form 2 and possibly other paperwork to your insurance broker where you can now register and insure your new car. At this time, you will also have to pay an addition 7% in PST.

EDIT: In addition to the Federal Safety Test, you will also have do get a Provincial Safety Test (BC is one of the few provinces who require this)
